Allan Garro was incorporated as a lawyer and notary public in 1996 after three years practicing in different law firms, and having worked as a legal assistant at the Collection Department of the Costa Rican Tax Ministry in 1995. Since then, he has taken numerous Law Seminaries and has specialized in Corporate and Real Estate law. When government took office in 2002 and until 2006, Mr. Garro acted as an external legal consultant to Congress.

In 2003, he was chosen by the Costa Rican Bar Association to provide education to other lawyers on the Constitutional Procedures Seminary. He has also been a legal reviewer for a number of articles about Real Estate and Corporate law published in an online Costa Rican newspaper as well as on English language magazines. He is a graduate of the English program at the Costa Rican-North American Cultural Center. In 2008 he successfully finished the study program of the Master Degree Program in Economic Law at UNED.
